so how do people pay at arrival enter any tournaments :/

they can't ... that's one of the incentives to pay early ...

1. You influence the game choice for the tournaments and big games
2. You get to sit where you want
3. You save some money, not a lot, but some
4. You get to enter the tournaments as soon as they have been announced
5. They get the eternal thanks of everyone who wants to attend the LAN if they are the first 20 people paying who help secure the event by paying for the venue

CD has covered this well. I'll just add that, unfortunately, there has to be a 16 player limit on the UT tournament and as always it's first come, first served.

32 slots is too many for an event with a max of 40 attendees. Better luck next time!
